USA: Florida Class II Prohibited Aquatic Plant and Florida Noxious Weed; prohibited in Texas. New Zealand: National Pest Plant Accord (banned from sale and distribution). Not on the US Federal Noxious Weed list. Never throw it into ponds, rivers or drains.
